Patch notes

So the patch notes are missing somethings, lets add here whats all missing and hopefully get a fully accurate listing
Scouts Sambo Roll is now a 1 second Cast time. Buuut hard to say it it makes sense or not since you can use it while running and the skill actually goes off at .5 seconds
I do not answer to mods, only official staff on payroll
